Biographical / Historical
Donald Hugh Doherty was a labor organizer in Canada, who moved to the US in the 1950s. He had been the International Representative of the International Chemical Workers Union for many years in Toronto, then after a series of other labor organizing positions, he became a Commissioner in the Federal Mediation and Conciliation Services (FMCS) in the early 1970s. He retired from the FMCS in 1995 and worked as an arbitrator until his passing in 2004.
