Biographical / Historical
Robert Helsby holds a doctorate from the ILR School at Cornell University with a degree in Industrial Relations. He was Dean of Continuing Education at SUNY and was Deputy Industrial Commissioner in the State Labor Dept. before that. Bob was the first Chairman of the Public Employment Relations Board, in early 1967.
